Three studies have been completed since 2000. They are:

SR 4/SR 411 Urban Area Congestion Mitigation Plan

November 30, 2000 – The Transpo Group

The objectives of the SR 4/SR 411 Plan were:

• Identify improvements to reduce congestion through the corridor; and
• Improve safety and mobility for all travel modes within the corridors.

West Kelso Catlin Sub-Area Plan

December 6, 2004 – Dept. of Urban & Regional Planning, Eastern Washington University

The objectives of the West Kelso Sub-Area Plan were:

• Create a working plan based on community identified assets.
• Identified assets were grouped into three categories: Residential, Commercial and Public/Open Space.
• To Preserve, Enhance and Create these identified assets.

Review of the SR 4/SR 411 Urban Area Congestion Plan

May 19, 2008 – DKS Associates

The SR 4/SR 411 review took those two plans to the next step to address:

• The location of the proposed realignment;
• Vehicle circulation and redevelopment opportunities; and
• Access management strategies for local properties along the alignment.

DKS Study Options

The DKS study, published last May, gave four options. Those options briefly are:

Alternative 1 (Figure 2.pdf)

Shift the traffic on West Main to the south to Catlin Street, on a curved realignment between 4th Avenue and 6th Avenue.

Alternative 2 (Figure 4.pdf)

Shift the traffic on West Main to the south to Catlin Street, on a curved realignment between 3rd Avenue and 5th Avenue.

Alternative 3 (Figure 5.pdf)

Modify traffic circulation by creating a one way between West Main and Catlin, with westbound traffic on 5th Avenue and eastbound traffic on 4th Avenue. Four new traffic signals would be installed at those locations and coordinated, along with other modifications to enhance that circulation change.

Alternative 4 (Figure 6.pdf)

Similar to Alternative 3, modify traffic circulation by creating a one way between West Main and Catlin, except the block east with westbound traffic on 4th Avenue and eastbound traffic on 3rd Avenue. Again, four new traffic signals would be installed at those locations and coordinated, along with other modifications to enhance that circulation change.

Some variation of these options may further addressed in the work now before us.
