The Kelso 2012 Water System Comprehensive Plan (WSP) provides the City of Kelso (City) guidance for the 6- and 20-year planning periods to address long-term water supply, storage, transmission, and treatment needs for Kelso’s service area. The WSP is a tool for the City to make decisions and implement programs that allow for the community’s future water needs. The document has been prepared to meet the requirements of the Washington State Department of Health (DOH) as established in WAC 246-290.

This Policy sets forth uniform requirements for use of the Three Rivers Regional Wastewater Authority Publicly Owned Treatment Works (POTW) and enables the Three Rivers Regional Wastewater Authority to comply with all applicable state and federal wastewater treatment laws, including the Clean Water Act (33 United States Code, Section 1251 et seq.) and the General Pretreatment Regulations (40 Code of Federal Regulations Part 403).

The State of Washington has enacted legislation to establish comprehensive statewide programs for solid waste handling and solid waste recovery and/or recycling. The purpose of these requirements is to prevent land, air, and water pollution, and to conserve the natural, economic, and energy resources of the state. The statutory requirements to support these programs are contained in chapter 70.95 of the Revised Code of Washington (RCW).

Stormwater Management Plan Phase I

The City of Kelso hired Gibbs & Olson, Inc. to delineate the stormwater basins within the city limits and to provide a Stormwater Management Plan (SWMP) for drainage within Phase 1 of the City of Kelso. This SWMP includes inventory of the existing structures and pipes, evaluation of the materials and function of the system, and recommendations for the improvement to the city’s Phase 1 system. A map of the city basin delineations is included in Appendix A.
